A police officer on routine patrol noticed flames coming from the area of a homeless encampment under Washington Blvd near Osgood Road yesterday afternoon just before 5 p.m. He heard explosions as well. Fremont Fire was called in as well as other officers. He quickly determined it was arson and one person was taken into custody after a struggle. Per radio traffic, "a torch lighter was used to set the camp on fire". Fremont Fire personnel were on scene for nearly an hour.
