Is Conservatorship The Answer to Clean Fremont Streets of Mentally Ill?

I've been pushing for some way to take the chronic mentally ill that can't care for themselves and act out in public off the streets.  Little did I know that San Francisco has been working on legislation to accomplish this for over a year now.  SB 1405 authorizes S.F, L.A. and San Diego to involuntarily remove individuals from the streets if they have been 5150d at least 8 times in the past year.  They would then be housed and treated for their problems.  Here is a story about it from KQED:

If successful, perhaps the authority will be granted statewide and then Fremont will have a legal means to remove these troubled people that have no business roaming the streets.  They need help- not jail.  The 5150 mental health 72 hour hold is not working for many of the problem people on our streets.  Something permanent is needed.
