Burglary Call in Niles

Officers are looking for a possible burglary suspect in the area of Niles and Linda.  Around 8:30 this evening, homeowners returning to their home noticed the front door ajar.  The husband went inside, noticed the rear sliding door was shattered and heard a noise inside.  In the meantime, the wife was calling 9-1-1.  Numerous officers rolled hot to the scene, including the K-9 unit.
Update:  The house was clear of any intruders and their yard as well.  A CSI is rolling to the scene.  The backyard is clear, but not sure if officers are still in the area checking the nearby fields.

Man Stabbed, Robbed of Wallet in Warm Springs (Updated)

A man was robbed of his wallet and stabbed at around 9:30 last night on Osgood at Prune.  Two suspects fled on foot south towards Warm Springs BART.  Within minutes a patrol officer stopped a possible suspect in the north end of the BART station.  A witness was the first to call 9-1-1, providing important details to the dispatcher.  At least one suspect was arrested.

On Friday night (02/28/20), at 9:34PM, Officers responded to a robbery that had just occurred at Osgood Rd. and Prune Av.  A 69 year old victim reported being punched in the face and having his wallet forcefully taken from him.  The victim described two male suspects as his attackers.  Officers flooded the area and located a similar subject running in the parking lot of BART Warm Springs.  The subject was detained and positively identified by the victim.  While still on scene, the victim realized that he was bleeding on his back side and discovered that he had also been stabbed by the suspect.  Officers located evidence on the suspect which linked him to the stabbing and robbery. 
 
36 year old David Carrasquillo of Oakland was arrested for Assault with a Deadly Weapon, Robbery, Elder Abuse, Possession of Burglary Tools, and Possession of a Controlled Substance for Sales.

Officers continue to investigate in an effort to locate the second suspect.

Stabbing on Leslie Street

A man was stabbed in the leg on Leslie Street near Bidwell around 7:50 this evening.  Three suspects fled on foot.  An officer chased one suspect on foot and held him at gunpoint.  Citizens in the area are assisting officers in locating the suspects.  An officer with the victim said this is a "good 245" (assault with a deadly weapon).  The suspect with the knife is still outstanding.  Officers are flooding the area.
Update:  One suspect has called 9-1-1 to turn himself in. One of the two suspects now detained said the knife was in their apartment and has given police permission to enter the apartment.  Also, the victim has positively i.d. one of the suspects.  The outstanding suspect is a 20 year old male.
Update at 8:40- The last suspect has now been taken into custody.  Three suspects rounded up in less than an hour....not bad.  Units are clearing the area.  No info on the severity of the stab wound.

Swings and Mids officers have taken 3 suspects into custody after responding to a stabbing in area of Leslie St./Bidwell Dr.  

The assault with a deadly weapon call came in to dispatch around 7:30 pm.  Officers arrived and found a male victim suffering from a non-life threatening stab wound to his lower body.  He was transported to a hospital for treatment. 

Three suspects initially fled the scene on foot.  One male suspect was located and detained by one of the first arriving officers.  The second suspect turned himself in a short time later.  A third suspect was located hiding within our perimeter at about 8:40 pm.  

We are still investigating the circumstances that led up to the stabbing and officers do not believe there are any outstanding suspects. 
 

Coronavirus Update From FUSD

Dear Parents and Guardians,

We are continuing to closely monitor the coronavirus (now named COVID-19) situation.
As of today, County health officials report there are no known cases of coronavirus in Alameda County. While the risk of contracting the virus remains low, we are aware the disease has spread to other countries and the Centers for Disease Control (CDC) has issued new travel warnings and recently shared information regarding potential exposures in the United States. We continue to work with county school and health officials to establish protocols for schools in the event the coronavirus is detected locally. More information will be shared as this plan develops. In the meantime, current information about the coronavirus is available on the CDC and the California Department of Public Health website. 
As a reminder, to prevent the spread of any illness, if your child is sick, please keep them home from school. To help prevent the spread of respiratory viruses, including the coronavirus and flu, follow these important tips: 
  • Wash your hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.
  • Avoid touching your eyes, nose, and mouth with unwashed hands.
  • Avoid close contact with people who are sick.
  • Stay home when you are sick.
  • Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
  • Clean and disinfect frequently touched objects and surfaces.
  • Individuals with chronic health issues and/or individuals experiencing severe symptoms should be evaluated by a medical professional. 
  • Get vaccinated every year
Additionally, the California Department of Public Health does not recommend the use of face masks for general prevention and says that handwashing provides better protection from infectious diseases.

PulsePoint Down Until April 15

PulsePoint for Alameda County is undergoing an updating to its interface with PulsePoint and will be offline during this process, according to Alameda County Fire.  Based on the info below, it sounds like the new dispatch software is not compatible with PulsePoint, thus requiring developers to assist.

Scanner Status (updated)

To those readers who listen often to the online scanner, you may have noticed that you have been bumped off often in recent days.  I may have to swap out the server, and will look into it this afternoon.  The down time seems to be 3.5 minutes on each occurrence, which seems to indicate the server is rebooting randomly.  It is not your phone or app, but an issue here at FremontStreets.
Update at 3 p.m.- working on a fix at this time.
Update at 3:55-  We are up again but I don't know if the "fix" is in.  Time will tell.

Science Experiment Sets Off Fire Alarm at WHS

A science experiment gone bad has set off the fire alarm at Washington High this morning.  At around 8:25 students were exiting their classes as the alarm sounded.  At least one fire engine responded to the school on Fremont Blvd.  An all clear was given a few minutes later after confirming that the alarm was set off by an experiment in the new science building.  This is at least the second occurrence of an experiment in the science building setting off an alarm this year.

February 25, 2020 Shooting Investigation - Update #1
Fremont Police Detectives continue to actively investigate the circumstances surrounding the shooting on Tuesday afternoon in the 37500 block of Mission Blvd. The woman was treated for her injury and released from the hospital. The infant remains hospitalized and is expected to recover. The safety of our community is our highest priority. Detectives feel confident this was not a random act and the case is being investigated as an isolated incident. We do not believe there is any threat to the public’s safety. Due to the ongoing nature of the case, further details are being withheld until completion of the investigation. Anyone with information about the incident is asked to please contact the Fremont Police Department's Crimes Against Persons Unit at 510-790-6900.

SHOOTING IN NILES!

Working on the details now, but numerous officers, a drone and the Regional Parks helo are working along Mission Blvd near Mayhews Road in Niles.  Call for this event came in at 3:32 per the dispatcher.  I'll provide more details as I get them.  They are looking for 3 suspects on foot and at least one of them is armed.


Update:  The initial dispatch indicate that 3 people were "shooting up the house" and one occupant of the house shot back.  One  suspect is known to the family in the house.  There is radio traffic of a mom and baby being transported to a hospital..mom says the baby was injured when she dropped the baby during the shooting and the mom received a "grazed gunshot wound to her thigh".  One suspect may have been shot by the occupant of the house.  All shots were made inside the house per info from officers on scene.

FPD Nixle message that amazingly enough provides many details for this early in an event (for FPD).

Fremont Patrol Officers and Detectives are currently investigating a shooting that occurred in the 37500 block of Mission Blvd., in our Niles District. 

At 3:32 p.m. officers responded to a shooting that occurred inside a house.  The reporting party told dispatchers that multiple suspects came to their house and fired rounds inside the home.  The suspects then fled, possibly in a vehicle. 

Officers arrived and found a woman suffering from an injury sustained during the shooting.  A large number of patrol officers, detectives and outside agency resources responded to the scene and are currently conducting a search of the area in an attempt to locate the suspects.  This does not appear to be a random act.  

Officers are currently developing information on possible leads and we will provide more information as it is developed. 

The female victim and her baby, who also sustained an injury during the incident, were both transported to a trauma center. We do not have any further information on their injuries or status.

Tesla Driver Playing Video Game; Idiot!

As I have said before, I believe those using autopilot with their hands off the wheel are involved in a Darwinian experiment of natural selection.  Those that die in these crashes do not go on to reproduce. If you know your autopilot has errors and almost killed you along this same stretch of road, then only an idiot would drive through there on autopilot with hands off the wheel.  Here is the story from the EBT:

"This Might Be Bad" says CDC re Coronavirus

Americans should brace for the likelihood that the coronavirus will spread to communities in the United States, the Centers for Disease Control and Prevention warned Tuesday.
“It’s not so much of a question of if this will happen in this country any more but a question of when this will happen,” said Dr. Nancy Messonnier, director of the National Center for Immunization and Respiratory Diseases.
She said that public health officials have no idea whether the spread of the disease to the United States would be mild or severe, but that Americans should be ready for a significant disruption to their daily lives.
“We are asking the American public to prepare for the expectation that this might be bad,” Dr. Messonnier said.

Scary Call in Zone 2

According to the  teen daughter, she is home alone in the garage when the front door opens and the alarm goes off.  She exits the garage and heads over to a friend's house.  The parents are called as well as the PD.  Numerous officers roll code to the house and set up a perimeter.  Mom shows up and says nobody should be home or have a key.  In the end the house and yard are searched with no intruder located.  Video checked later indicates that no one was at the front door.  I hope this was an honest mistake, but teens have made up stuff to justify their presence at a friend's house and not at home.

Sideshow Sunday

Scanning Union City and Newark Police as well as Fremont to monitor sideshow activity this evening.  A report just came in that 200-300 cars have been in the San Leandro-Hayward area and may be heading to U.C. and Fremont.  They have taken over intersections in those cities earlier this evening.  Stay tuned.
A group did come down 880 to Warren, but turned back north on the freeway.  And a few showed up in the Ardenwood area off of 84, but no big deal so far.

Rescue on the Bay

Fremont Fire is launching a rescue boat into the S.F. Bay south of the Dumbarton Bridge for an 18 foot boat that is apparently stuck in the mud flats.  Coast Guard is on the phone with the occupants, but unable to assist.  No one is injured or requiring medical assistance, per the fire dispatcher, but just need an assist to get them out of shallow water.  The rescue boat will make an assessment and may not be able to assist if stuck.  There was mention of this being low tied with the water rising in about an hour.
Update at 5:07 Meno Park Fire said the Fremont rescue boat is not needed and FFD crews are returning to quarters.

Rescue off Mowry near Cherry

Some type of rescue is going on behind the old Mowry Lanes near Mowry and Cherry.  There is some talk about the railroad and water draining into various ponds.  FFD has quite a bit of equipment dedicated to this event which started about 6:18 pm.  More info as I gather it.
Playing back the audio files this is a technical rescue of a person or persons in a confined space.  The call originally came out as an outdoor fire.  Apparently while working this fire they found some evidence of a confined space that may be occupied.
Update:  While putting out this fire in a 4X4 culvert that runs out towards the tracks, the crew, due to smoke, was unable to "clear" the area i.e. making sure nobody was in this culvert.  Must have been some evidence of occupancy...perhaps this is/was an encampment.

In Unanimous Decision, City Council Denies Niles Development

Fremont City Council tonight upheld a planning commission decision last month to deny a zoning change on a lot at Niles and Nursery.  According to speakers at the meeting, the land was designated open space in an early 1970s city council agreement as a trade off to development in the area.  In 2017, according to speakers, the present owner of the parcel in question purchased the land "for a song" because the land could not be developed.  Many community members felt the new owner purchased the land with the hope of convincing council members to rezone it for residential construction.  Another speaker suggested that once it was rezone, the present owner could sell the land for a handsome profit and another development proposal would be presented to the council later.  At least a dozen community members spoke at tonight's meeting with all but one or two being against the project.  There was little discussion by council members, as they seemed firm in honoring the fifty year old decision, and perhaps the no development vibe was too much to ignore.

House Fire in Warm Springs

FFD working a house fire on Fusteria Court in Warm Springs.  Fire is burning throughout the house.  All occupants are out per the home owner.  Radio traffic indicates that there is extensive damage to the house and it could be unstable.  A dog is missing but it is believed that he escaped the house and exited the yard as well.
Update at 5:57 p.m.- the dog has been found ok!

At 5:19 PM, Fremont FFs responded to a working fire on Fusteria Ct. One adult & one dog safely exited the home before crews arrived. The 1-alarm fire was extinguished w/in 30 mins & is under investigation. FFs will rotate to the scene for fire watch coverage throughout the night.


Pursuit Crash Victim Fighting For Her Life

The woman whose Honda sedan was struck by a vehicle being pursued by Fremont Police officers is still on life support and fighting for her life.  According to her son, who lives out of the area, she has undergone three serious surgeries to address numerous fractures and severe injuries.  She may lose sight in one eye, but according to the son, the eye is a low priority considering the other medical issues to resolve.  As of late last week she remained on life support.
As you may recall, a 16 year old boy was driving the vehicle that struck the woman, and was traveling at 100 MPH.  According to police, the vehicle the teen was driving was believed to be connected with a theft from a local retailer.  Here is a link to an earlier post on the pursuit:

False Alarm at Vallejo Mill School

Fremont Fire responded a commercial structure fire response to the Vallejo Mill School on Canyon Heights around 7:50 this morning.  While the initial crews were checking the school, a crew from a ladder truck saw smoke coming from the backyard of a neighboring residence.  Upon further examination it was determined that the smoke was coming from a fireplace in the rear of the house.  There was no smoke at the school. All crews are clearing the scene.

Man With a Knife Call

Officers are at a home where a suspect in an assault with a deadly weapon charge is inside.  Family members have been evacuated from the house.  The male inside has reportedly thrown knives at a female in the house, but missed.  He reportedly has a mental illness and in the past has been tased by police officers.  The location is off of Mission View.  Fire department paramedics are staging in case needed.  Officers are unable to contact the suspect via phone and are now making public address announcements.
Update at 8:00  They believe the suspect is still in his room.  Officers are in the house and conducting a "protective sweep" of the other rooms of the house, then they will  again attempt contact with the suspect in his room.
Update at 8:15.  Officers broke into his room and the suspect was laying in his bed.  They were able to take him into custody without incident.

Police Activity in Niles Last Night

Around 11:30 last night a caller reported some strange activity in the vicinity of 3rd and J.  He was reporting people in a nearby garage saying "please don't kill me" and dispatchers could hear people in the background saying "its not real.  You are hallucinating".  Only one caller.  Four officers and a sergeant formed up and had paramedics stand by just in case it was real.  In the end, they did talk to one person and quickly put out a "code 4" shortly afterwards.  In all they must have been there close to 30 minutes and sounds like the reporting party was in fact seeing things.

Police Activity at the Extended Stay

Shortly after 11 o'clock last night Fremont officers responded to an "10-67X" call, a woman calling screaming for help, at the Extended Stay on Farwell off Mowry.  Several officers responded hot and find a female bleeding.  They confirmed she was a victim of domestic violence.  Other victims found inside a room there as well.  FFD was on scene for nearly a half hour.  Unknown if any arrests were made.

According to the manager at Dick's at Pac Commons, a woman just stole $300-$500 worth of North Face jackets.  Officers are on the way.

Police Activity on Mt. Vernon Last Night

Police officers were active at an apparently abandoned home on Mount Vernon Street south of Mowry around 10 last night.  Two people ran into the house when police tried to talk with them outside.  Eventually they were able to take at lease one into custody, but officers were tied up there for an hour.  Early info was that the two were wanted for trespass and resisting arrest.

Fun Fremont Fact

Remember that horse that fell down a ravine in Morrison Canyon?  That was four years ago on Valentines Day.  Here is an update from FPD and the animal shelter via Twitter.

4 years ago today, at 6 days old, Valentine was separated from his mother and fell down a ravine in Morrison Canyon. After being rescued, he was taken to @ucdavisvetmed for treatment. He was later adopted by a family and is now living his happiest horse life! #FPDValentine ❤️🐴

Traffic Jam on Morrison Canyon

A motor officer is reporting about 20 cars stuck on the hill as Friday afternoon commuters going up the supposedly closed road have encountered vehicles coming down.  A second motor officer is en route to assist.  The City really needs to keep cars from entering the closed area.

Two men took $1,200 worth of men's clothing from Kohl's at Pacific Commons this afternoon.  Two suspects left in a gold Toyota Corolla.  Officers are staged along 880 looking for the suspects.

Bad Wreck on Mission Blvd

A Nissan sedan has collided with a tree on Mission Blvd at the Sullivan Underpass in the Niles District this evening.  A police officer on scene confirms the driver is trapped in the vehicle.  The captain of the ladder truck has asked for a second ladder truck to help in extricating the driver.  They are now reporting the patient is in critical condition.  The door is off the car but they are having troubling freeing the driver's legs from the twisted wreckage.
Update at 8:28- the driver has been removed from the vehicle.

Bad Beer Complaint

A man at the 76 Station on Auto Mall is complaining that the beer he just bought there was no good and wanted his money back.  Bud Light, maybe?  The clerk said the man appeared to be a transient and was intoxicated and he would not give the customer his money back.  Officers are on the way there to keep the peace.  To those brave Zone 3 officers, "This Buds for you!"

L.A. Fire Orders Electric Fire Rig!

While Fremont has the first electric police car, L.A.F.D. will have the first electric hybrid fire engine when it comes on line next year, 100 years after switching from horse drawn engines to gas rigs.

San Mateo Tesla Crash Update

With all due respect to the family of the driver of this Tesla, why would you continue to use the navigation system when you know there are errors, especially on this stretch of 101 where it tried to steer him into the barrier previously?  I think people that drive solely using an auto pilot are part of some Darwin plan of natural selection; survival of the fittest.  Those that die do not reproduce another crop of bad drivers.

Fremont CHP Officer Gone Bad

Earlier today, a 34 year old Fremont man was charged by the Alameda County District Attorney on several charges related to unlawful sex with a minor.

On February 6, 2020, Fremont Detectives arrested Brian Watkins, a 34 year old Fremont resident, on multiple felony counts of sexual assault.

Fremont Police Department Detectives began investigating this case in July of 2019, after receiving a report of alleged sexual misconduct involving Watkins and a teenaged female.  Officers learned the suspect was currently employed as a California Highway Patrol Officer and the relationship began when the victim was a minor.  The activity is believed to have occurred primarily within the City of Fremont and not while Watkins was working in the capacity of a peace officer.

During the investigation, detectives learned the suspect began communicating and having a sexual relationship with the victim when she was 16 years old.  The activity has been ongoing, and continued after Watkins learned he was being investigated.  Recent developments in the case provided officers with additional evidence to arrest Watkins.   On February 6, Detectives arrested Watkins at approximately 5:45 p.m. He was booked at the Fremont Police Detention Facility. 

On February 10, 2020, detectives presented the case to the Alameda County District Attorney’s Office.  The DA filed three felony counts of PC261.5 (c)-Unlawful Sexual Intercourse with a minor.  Watkins was scheduled for arraignment today.

Due to the age of the victim and the nature of the investigation, no information regarding the victim’s identity will be released.  The victim was a minor at the time this occurred and we ask the public (friends and community members) as well as the press and media, that her identity remain confidential.   

Our Department has been in contact with the California Highway Patrol throughout the course of this investigation and we would like to thank them for their assistance and cooperation.

HIGH SPEED CHASE INJURES INNOCENT CITIZENS (Updated)

Two things are certain in Fremont:  a high speed pursuit will kill or injure an innocent party, and FPD will not release video let alone tell you about it.  Last night just before 2 a.m. an Infinity being chased by Fremont patrol officers at over 90 MPH collided with at least one vehicle on Mowry at Farwell.  A Honda sedan was struck and flipped over on its top.  A female occupant was trapped inside requiring fire department assistance to escape.  Three ambulances in total were called- one for the suspect who had fled on foot before being caught over at the Best Western, and two for the crash scene.
The event began at Kaiser Hospital where an officer, unit 1A1, was holding the occupant of an Infinity with paper license plates at gun point.  The reason for the stop on the subject is unclear.  The officer radioed that the suspect was backing his car into other cars and struck his car.  He casually advised the dispatcher that he was not injured.  The vehicle fled the parking lot north on Civic Center and the officer announced that the want was "245 on an officer" (assault with a deadly weapon).  How serious was this attempt?  Was the suspect simply trying to escape the parking lot and bumped the officer's car in this attempt, as it sounds like, or did he intentionally aim at the officer to do harm?  The video from the patrol car should reveal the truth.
Officers immediately picked up the fleeing car on Civic Center and chased it west on Mowry.  At Fremont Blvd. the suspect blew the red light at 90.  You know he is not going to slow at Blacow or Farwell in an apparent attempt to reach 880.  But at least one vehicle was in the intersection at Farwell and they collided.  At nearly 2 a.m. one would not expect a lot of traffic, but it is Saturday night on a main artery through business districts.  I hope the pain and suffering the victims are experiencing were worth it.

Note:  FFD responded 3 engine companies and 1 truck company and they were there for over an hour.
According to FFD radio traffic, one vehicle was overturned on it's side and into a tree.  There was quite a spill of fuel.  The entrapped woman was extricated quickly and transported to a trauma center with what sounded like serious but not life threatening injuries.  Two people in the other vehicle sustained minor injuries and were not transported to a hospital.
Note:  Ambulance crew reporting the suspect driver as a 16 year old who collided at 100 mph.  He was transported to a trauma unit across the bay.

Below is an FPD Nixle message of this event.  This pretty much confirms my suspicions..the suspect was a theft suspect who was trying to escape the officer and struck his car in doing so.  The PD is doing their best to justify the injuries to the citizens.  Again, the proof will be in the video as to how serious this "assault" was.

Today, February 9, 2020, at approximately ‪1:50 a.m.‬, a patrol officer located a vehicle wanted in connection with a felony grand theft incident that recently occurred in the City of Fremont.  The officer initiated a felony traffic stop on the vehicle in the Kaiser Emergency Room parking lot.  The officer held the driver at gun point while additional officers responded. 

The suspect then began to intentionally ram the officer’s patrol vehicle and other parked cars, to escape.  The suspect maneuvered his way out and fled at a high rate of speed.  Having just committed an assault with a deadly weapon on an officer, a pursuit ensued.  The suspect, driving an Infiniti sedan, traveled westbound on Mowry and passed through several intersections failing to yield for officers, failing to obey the speed limit and failing to stop at red-light traffic signals.  As the suspect approached Mowry Ave and Farwell Dr., the suspect collided with a vehicle being driven by a woman. The impact of the collision caused the victim vehicle to flip over. The suspect fled on foot and was apprehended a short distance away in a hotel parking lot by officers. Fremont Fire used a Jaws of Life tool to safely extricate the victim driver of the second car.

The suspect is a 16 year old juvenile and he was found to have two active warrants out of San Francisco County for robbery.  He and the female from the other vehicle both sustained major injuries and were each transported via ambulance to trauma centers. The injuries are not suspected to be life threatening at this time. 

A traffic callout was initiated to assist patrol with the scene and investigation. 

Officers are recommending the juvenile suspect be charged with felony assault with a deadly weapon, felony vandalism, felony reckless evading, felony evading causing serious bodily injury, the two outside agency felony warrants for robbery and misdemeanor obstructing/ resisting.  The felony grand theft case remains ongoing and additional charges could be sought at a later time.

The involved officers were not injured.

Man Robbed of Bicycle and Groceries

A man has reported that a male robbed him of his bicycle and a bag of groceries at Washington and Roberts.  The suspect fled south on Roberts on the bicycle.  The victim, who is not requesting medical aid, is waiting for officers at the Safeway.
Update at 10:30  A suspect is stopped on Lincoln, but is not complying with the officers instructions.  Back up officers arrive in short order and were able to detain the subject.  Guess he'll have dinner in Santa Rita tonight.

Gun Call in Niles

Reposted from Friday Feb 7:  Police on scene on 3rd Street in Niles at the east end on a possible shooting call.  This sounds like a suicide attempt and the subject will be transported to the hospital per radio traffic.
Note:  Because of the typical Friday afternoon traffic gridlock in Fremont, the ambulance was escorted out to Mission Blvd by traffic motor officers.  I hope city council members are taking note that this traffic issue is having a negative impact on the health and safety of the community.

Vehicle Vs. Liquor Store

A man having an apparent seizure has driven his 95 Ford Bronco onto the sidewalk by the Mission Liquor store in the Mission Valley Shopping Center at Mission and Las Palmas.  Police and fire personnel are on the way over.  Last night a serious hit and run accident occurred just behind the liquor store on Las Palmas.

Hit & Run Vs. Ped on Las Palmas (Updated)

A Fremont fire crew observed a ped being struck by a sedan on Las Palmas around 6:20 this evening.  The sedan did not stop and fled the scene.  Traffic officers on scene are requesting a CSI, but at the moment they are tied up on the Niles call.  While the victim survived the hit, the extent of injuries are unknown.

Traffic Officers need assistance identifying a vehicle and driver involved in a hit and run injury collision tonight. 

Earlier this evening at 6:23 p.m., a 55 year old pedestrian (Fremont transient) was struck by a vehicle while crossing Las Palmas Ave at San Moreno Pl.  The pedestrian suffered major injuries and the vehicle fled the area on Las Palmas Ave towards Gomes Elementary School.  

People in the area at the time of the collision were unable to provide a description of the vehicle.  Based on parts left behind at the scene, Investigators believe it may have been a Jeep Cherokee.  The vehicle is suspected to have moderate front end damage.  The color of the vehicle is unknown.  

The victim's injuries are not believed to be life threatening.

Police Activity on Bay Street

Officers have guns pointed at a mentally ill woman in a stolen Nissan on Bay Street at this time.  Her mother reported the 30-something year old daughter as having a mental episode on Mowry but was able to locate her at this apartment complex.  Initially she refused to leave the car and officers were gathering to shut down Bay Street.  But a minute later she was coaxed out of the car and placed in cuffs.   This could have gone south in a hurry, so glad no one got hurt.

$25K Theft of Perfume from Ulta!

Two men and a woman with hoodies and breathing masks have taken large amounts of perfume off the shelves at the Ulta at Pacific Commons a few minutes ago.  A man was waiting in the Lexus get away car, which was a rental.  Officers are on the way to document the theft.  Last week both Ulta and Sephora were victims of a grand theft of perfume.

Niles Canyon Closed Due to Accident

There is a four car accident about 3 miles in on Niles Canyon Road this morning.  Fremont officers are on scene and additional officers are en route to Old Canyon Road to close off traffic on 84.  Sounds like there are injuries.  Both lanes of travel are blocked.  The crash occurred around 7:50 a.m.
Update at 12:30  The road is open and has been open for at least an hour.  Unknown extent of injuries.

UCPD Update on Friday's Shooting

A couple of notes:  Burglary in this case is commercial burglary- entering an open business with the intention of grand theft, if I'm not mistaken.
Officer Manrique, from what I know, is an excellent officer and responsible for many arrests.  He often works the mid shift in zone 3 (Pac Commons, Warm Springs).  He is a "pro active" officer.
The news release confirms that no weapons were found in the vehicle.
There is no mention if these guys are responsible for the grand theft at Ulta ($20K), but the M.O. sure seems the same.

Fremont Police – Officer Involved shooting in Union City

On 01.31.2020 at about 6:48 P.M. officers from the Fremont Police Department responded the Sephora Store (43500 Block of Christy St. Fremont Ca.) for what was reported by store employees as an in-progress robbery.  Store employees advised that three suspects (later identified as suspects Stephon Tobias, Rayduan Lindsay, and Cameron Standley) had entered the store with garbage bags, filled the garbage bags with approximately $19,000 worth of merchandise, and fled the store in a black colored SUV.
Fremont Police Officers located the suspect vehicle on northbound Interstate 880.  The suspect vehicle (being driven by Tobias) did not pull over and instead fled at a high rate of speed with its lights turned off. A pursuit was initiated in an attempt to arrest the occupants.  The pursuit lasted approximately 10 miles and ultimately ended in Union City.

As the pursuit entered Union City, Officers from the Union City Police Department responded to assist. The chase ended when the suspect vehicle entered the end of a cul-de-sac on Balmoral St in Union City. The suspect vehicle drove onto the front yard of a residence, nearly colliding with an occupied home. Officers from the Fremont and Union City Police Departments began conducting a high-risk stop of the vehicle and occupants. During this encounter, the suspect vehicle was completely turned around and was facing the police cars head-on. Officers exited their vehicles and gave the three occupants verbal commands. The driver, Tobias, then proceeded to collide with several police vehicles.


Fremont Police Officer Darryl Manrique feared he was going to be run over by the suspect vehicle, so he discharged his service weapon at the driver in an attempt to stop the vehicle.  Only the driver of the suspect vehicle was struck by gunfire.  The driver has been identified as Stephon Tobias a 30-year-old Oakland resident.  Tobias received a non-life-threatening gunshot wound to his upper body. Tobias was transported to a local trauma center and he is now in police custody.  One of the other occupants was identified as Rayduan Lindsay, a 24-year-old Oakland resident.  Lindsay was not struck by gunfire, however received medical treatment for a non-life-threatening injury to his lower body.  Lindsay was taken into custody after receiving medical treatment.  The third occupant in the vehicle was identified as Cameron Standley, a 29-year-old resident of Oakland/Richmond.  Standley was not injured and was taken into custody at the scene.

Witnesses from Sephora positively identified two of the suspects as being responsible for the burglary. Video surveillance collected from the store, as well as community cameras, verified the three occupants were the same suspects who committed the theft. Store employees initially reported this incident as an in-progress robbery, with patrons running out of the store and fearing for their safety.  After further investigation it was determined that incident was a felony grand theft from the store.  The suspects were not armed during the commission of the grand theft and officers did not find any weapons in the suspect vehicle.

Property stolen from the store was located inside of the suspect vehicle.  When the vehicle was searched, officers recovered Sephora products in multiple large garbage bags.  Additionally, officers have confirmed that the vehicle used by the suspects had been reported stolen from the City of Berkeley.

Officer Darryl Manrique is an 18-year police veteran (serving eight years with Newark Police Department and serving the last ten years with the Fremont Police Department). Officer Manrique was not injured during the incident and he is currently on paid administrative leave as per Fremont Police protocol.

The driver, Stephon Tobias, was found to be on felony probation and had two outstanding warrants at the time of his arrest.

Rayduan Lindsay was found to be active to parole with a prior felony robbery conviction. Lindsay also had a felony warrant for his arrest.  (warrant for 'robbery'; related to a parole violation).

Cameron Standley was found to be active to parole for a prior felony burglary conviction.

On 02.04.20, detectives from Union City and Fremont presented the investigation to the Alameda County District Attorney's Office (Fremont Courthouse). The three suspects were charged with the following crimes:
