Shooting Investigation
Officers and detectives are currently investigating a shooting where a man was critically injured.
Today at 12:20 p.m. dispatch received a call from Washington Hospital regarding a male victim with a gunshot wound. As officers immediately responded, it was learned that the man had self-transported himself to the hospital on a motorcycle with a gunshot wound. Officers located the victim in the emergency room and he has since been transported to a trauma center with at least one critical wound. He is currently in stable condition.

These are levels of service restrictions. I believe level 1 is the most restrictive and officers will only respond to calls where life is endanger. On a shooting investigation a number of officers are tied up leaving only a few to handle calls in the city, thus the restrictions.
