Mentally Ill Transients and COVID-19

At a McDonald's in Union City there is a report of a transient male spitting inside the restaurant.  Obviously this is bad considering the COVID-19 virus, but bad during any time.  Will the man simply be told to "move along", cited to return to court another day, or taken to jail?  Seems like this type of behavior is a public health issue that needs to be removed from the streets.  Adding to this is the homeless population that frequent 7-Eleven stores and other minimarts.  There is no place for them to "shelter in place" so we have this roving group of possibly contagious people floating around Fremont.
