Another Transient Candidate for Conservatorship

A citizen called to report a transient female pushing a shopping cart down the street with no pants on in a Blacow neighborhood.  Underwear reported to be gray in color.  As if this isn't enough, she is looking into cars windows and talking to herself.  The state really needs to ramp up efforts to get these people who cannot care for themselves into a state sponsored conservatorship program.
