You are asking the wrong question. The officer has every right to chase that vehicle. The suspect has no right to flee. Crime is going to continue to go up if officers are not allowed to do their jobs.
Two things: 1) Many criminals, including serial killers, are caught because a police officer stopped them for some minor violation. 2) There must be something they are not telling us otherwise the officer probably would not have opened fire.
