Poor Dispatching (Again)
Every time there is a crash in Niles Canyon, the new dispatchers, reading a screen with no clue to what they are talking about, put the crash out as at "Mission and Niles". This happened just now, "11-83 Mission and Niles, Mission and Niles. This will be Niles Canyon 1/2 mile west of Palomares." This location is probably a good mile east of "Mission and Niles". They all do it. Apparently anything happening in the canyon is marked as "Mission and Niles" and then somewhere on the screen there are additional notes telling exactly where the incident really is. The proper way to dispatch that would be: "11-83, Niles Canyon 1/2 mile west of Palomares." Done.

Gun Call on Stevenson and 880
At around 6:30 this evening a citizen reported a transient looking male pointing to a silver handgun he had in his coat pocket. Apparently the man was not showing it in a threatening manner, but was disturbing none the less. Officers were quick to arrive and located a known transient walking on Stevenson in the area. He was detained. It is unknown if he had a gun on him or not but officers resumed normal radio traffic after he was detained.
Update- that may not have been the right guy. They have resumed restricted radio traffic. Now reporting they have one at gunpoint at Stevenson and Albrae St. The man they have detained has a shell casing on him but no gun. Officers will check the wooded area he exited from looking for a gun. Sounds like this is the man.

Police Activity in Warm Springs
A reported assault with a deadly weapon on Bradley was dispatched a few minutes ago. Numerous officers are responding to the area which is south of Mission and west of 680. The armored SWAT vehicle is being prepared to travel down there from the station. A suspect is known and officers are trying to locate where in the area he might be. Possible weapon is a knife or machete. Paramedics have been dispatched to treat the victim.
Update: A suspect has been taken into custody on Bradley Ct and Bradley St. Officers are now searching a house on Bradley Street.

Robbery at Trader Joe's
Officers are on the way to Trader Joe's on a report of a woman being robbed of her cell phone. Apparently a man pushed the woman in the parking lot, grabbed her phone but wasn't able to hold on to it. The victim has her phone and describes the suspect vehicle as a black 88 BMW 7DOJ648. Interesting letters on that plate!

Chicken Connoisseur Plucked From Chick-fil-A
A man who made threats at a Popeyes Chicken restaurant in Hayward this morning was arrested this afternoon at the Chick-fil-A on Auto Mall. According to radio traffic, the man became upset with his order from Popeye's and threatened to return and "shoot up the place". Hayward Police put a felony stop on this vehicle into the computer system and advised to "detain all occupants". A Fremont Police officer, unit 3X10, located the vehicle around 3:30 in the parking lot of the Chick-fil-A. As back up officers were responding, he could see that the vehicle appeared unoccupied and that the occupants were probably inside the fast food restaurant. About 15 minutes later the 3 chicken lovers returned to their vehicle and were arrested, apparently without incident.
Code Elon
The Fremont Police radio codes need an update. Now that the Tesla patrol car is in full operation, and has, on occasion, run low on battery during a shift, a new radio code is in order to inform dispatchers and supervisors of their status. For example, "3O8, Code Elon, 10-19", would indicate that his vehicle is low on charge and is returning to the station to charge the vehicle. Or, "1O1, Code Elon, en route to Target at The Hub". This would mean the officer would drive over to the Target charging station at The Hub. This alerts the dispatcher and supervisor that the officer would be out of service for an extended period of time while the vehicle charges. Perhaps the officer could catch up on some report writing, or better yet, return to the station and "flex" for an hour while the car is charging: "2O8 Code Elon. Request Flex". Lots of uses of the new code!
SWAT Active This Morning
A man upset with his girlfriend made deadly threats involving the use of a firearm around midnight this morning. The girlfriend said that no firearm was seen, but she had seven (7)! roommates in the house on Amador Road, and was afraid of him. The suspect was in his car parked out front. Numerous officers arrived and eventually called in the SWAT team, which took over the incident about an hour later. The man, laying down in his car, came out after the SWAT team made announcements on the bullhorn for him to exit. While paramedics stood by, it appeared that no one was injured in the event, which ended around 1:15 a.m.

Two Teslas Collide
A red Tesla and a blue Tesla somehow managed to collide by the American Swim Academy, Technology off Auto Mall, a few minutes ago. Sounds like nobody is injured, but their vehicles cannot be moved. I find it ironic that two high tech vehicles collided on Technology Drive. What happened to all the safety features?

Robbery in the Cabrillo
Around 7 this evening a man robbed a person in the Cabrillo neighborhood and took off on foot. The victim gave chase and a fight broke out, but the victim was able to flee again. A suspect vehicle is a white sedan, possibly a Mazda. Loss was reported to be $3,000 in cash.

Scary Moment for Parent at Central Park
A parent lost track of his 7 year old child with down syndrome around 30 minutes after sunset at Central Park last night, according to radio traffic. The parent had 3 other children with him, but could not find the 7 year old. He called police quickly and FPD responded a number of officers, including at least one motor officer who could easily drive the trails. In short order the child was located with her mother and sister at the skate park. Lost child calls are not unusual at Central Park and FPD is quick to respond a number of resources to assist.

POLICE TESLA IN 120 MPH CHASE; RUNS LOW ON JUICE !!
We all joked that this would happen someday- the Fremont Police Department's Tesla patrol vehicle would be involved in a high speed chase and run out of juice before the pursuit ended. Well it happened last night! This all began at around 11:05 last night when unit 3O8, driving the police Tesla patrol vehicle, spotted a felony vehicle in the parking lot of the Auto Zone in the Irvington District. The vehicle had been involved in a previous pursuit and had a "seizure order" on file. Several back up units responded to the area as the red light was activated on the Toyota Avalon. The vehicle fled down Washington Blvd. before turning south on 680, reaching 100 mph by Auto Mall Parkway. As the pursuit approached Jacklin Road in San Jose, the chasing vehicles had reached a speed of 120 mph while driving in light freeway traffic. It was here that unit 3O8 broadcast "I'm down to 6 miles of battery in my Tesla. I may lose it". Another chase vehicle was close behind and took over the number one spot. Shortly thereafter the Avalon began driving on the right hand shoulder of the freeway as traffic began to thicken up. At this point the sergeant called off the pursuit. However, before returning to Fremont the Tesla needed some juice: "3O8, I need to find a charging station for the Tesla in order to get back to the city".

Huge Traffic Meltdown on Walnut Thanks to UPRR
A UPRR freight train broke down sometime around 2:30 blocking Walnut Avenue and maybe Stevenson, but I couldn't tell for sure. The train had a broken air hose some 75 cars back, which probably would have taken it south of Stevenson. The northbound train began rolling around 3:20, but in the meantime traffic was in gridlock between Walnut and Mowry, and Overacker and Cherry as commuters and those getting an early start on the weekend, were stuck.

Fight at Mr. Mikey's Market in Niles
A fight is reported at Mikey's Market in Niles involving five people. One person had a baseball bat. Officers are responding code 3. One person is reported to have been hit and is down on the ground. The suspect has left, according to radio traffic. Officers are en route.
Update- an officer has arrived and advising that no ambulance is needed. Other officers are patrolling the area for the man with the bat.
Update- victim (s) requested no prosecution. Apparently this was mutual combat.

Code 3 Run Gone Bad; FPD Take Note
A veteran Redwood City officer lost control of her car while making a code 3 run and struck a pedestrian. Running code 3 with a professional driver is dangerous enough, but what if the driver of the stolen car the officer is chasing is under the influence or just bent on avoiding jail at any cost? The odds of the pursuit ending badly go up quickly. Here is a link to the story:

Air Force One Flies Over Fremont
Dangerous Lunchtime Pursuit
This is the third week in a row that Fremont officers were engaged in questionable high speed pursuits through busy streets of Fremont. Today's near disaster started at The Hub where unit 1X9 observed a stolen vehicle moving through the parking lot shortly after 11:30 a.m. As another officer approached the area, the stolen blue 2016 BMW 328 was lit up and then fled. The chase started out east on Mowry and then south on Civic Center, passing both Washington and Kaiser hospitals at lunchtime when employees are frequently out on foot. A speed of 55 was reported approaching Stevenson, shortly after going through the red light at Walnut. East on Stevenson they went accelerating up to 90 prior to Mission. I might add that they blew the red light at Gallaudet where the California School for the Deaf and Blind is located. As the vehicle again sped up to 90 in moderate traffic while heading north on Mission from Stevenson, the sergeant, S21, called off the pursuit. Again, this could have ended in tragedy. An elderly person in a wheelchair crossing Civic Center? A van with kids in it crossing Civic Center on Walnut? A mom pushing a child in a stroller crossing Stevenson by the library? All of this risk for someone that is driving a stolen car.
Man Dies at Assisted Living Facility; No AED!
A staff person at Fremont Hills, an assisted living facility on Mission Blvd near King, called 9-1-1 around 4:43 this morning, according to radio traffic. A man was face down on his bed, bleeding and not breathing. Fremont Fire paramedics were on the way and police officers were dispatched as well. The shocking part of this story is that there is no AED (Automated External Defibrillator) in the facility AND apparently the staff person does not know CPR as the caller was transferred over to ACFD dispatchers for CPR instructions. The other shocking part is that none of this is apparently required at assisted living facilities. These are not nursing homes with more stringent government oversight. In fact, at Fremont Hills, they advertise a "caring, trained staff available 24 hours per day", but no nurse or other medically qualified employees. While it is hard to know that if a trained nurse was on duty if this man could have been saved, it is disappointing to know that no AED nor trained staff to use it or to provide CPR, was employed. Fremont Hills may be a great place to live and is in legal compliance, but buyer beware: assisted living facilities will assist mainly in cooking and housekeeping...they are NOT a nursing facility. Good read here about these types of facilities:

Police Activity in Niles
Several officers are in the area of Rancho Arroyo Parkway and Montecito Drive looking for an agitated man waving a pocket knife. FFD Engine 59 is standing by and advised the sergeant that they have observed a man matching the description of this man in previous smoke investigations in the area. At that time he was walking along the RR tracks near Montecito. Officers are checking that area and have a drone en route as well.

Police Activity off Farwell
A man with a red hat took a pair of shoes from a pedestrian a few minutes ago, while two other men with the suspect watched. The victim said he would go home and get a gun if necessary. Numerous officers are responding to the area. The suspects apparently are well known men who live in the area. This is in the 28 Palms neighborhood, not too far from the shopping center south of Mowry and Farwell.

Traffic on Niles Canyon at at Standstill
Friday afternoons are alway bad in Fremont, but due to a wreck on 680, much of that flow has diverted to Mission Blvd down to Niles Canyon. A motor officer at Niles Canyon and Mission says traffic on Niles Canyon Road is barely moving. Things will get worse, of course, when the schools let out around 3. Oh, and it is hot out and tempers are short...
Update: calls coming into to dispatch from people complaining of traffic on Mission south of 680...commuters cutting through neighborhoods and making illegal turns onto Mission.

Another Weekday Afternoon Pursuit
Maybe it's the luck of the Irish, but School Resource Officer Mike Gilfoy, 6J4, managed to chase down a stolen vehicle this afternoon without taking out any school kids, pedestrians, bicyclists or anyone else that might be out and about on this warm late summer afternoon. This is the second pursuit in recent days by Fremont officers at a time when school kids may be out on the sidewalks and crosswalks. The event last week ended when the suspect vehicle escaped driving north in the southbound lanes of 880.
Today's event, like last week's, started with an LPR hit on a stolen white 2015 VW Passat driving north on Fremont Blvd at about 2:30 p.m.. Officer Gilfoy, the SRO at Washington High, picked it up on Eggers by the high school. From there it was on to Camden, Paseo Padre, west on Mowry at 75 mph, through the Sprouts lot, where apparently it did not strike anyone or anything. From there it was north on Fremont towards Washington High and Centerville Jr. High, but the vehicle became stuck in traffic on Fremont near Mowry. Officers apparently then approached the vehicle with guns drawn and took the suspect into custody. Officer Gilfoy did run a subject check on a 16 year old boy from Milpitas, who had no driver's license based on the info given to the officer. It is unknown if he was the driver, a passenger or someone else.

Police Gearing Up For Tonight's City Council Meeting
About a dozen officers were briefed earlier this afternoon and are presently at City Hall in anticipation of a large, emotional crowd for tonight's 5:30 city council meeting. Police volunteers are also on site. Many of the officers will be handling traffic and parking, while others will be monitoring the crowd, with at least two officers at posts inside the council chambers. The city council tonight will be voting on various options for the controversial housing navigation center (HNC), which has stirred much emotion city wide. As readers of this blog know, homelessness has been on the uptick for several years now with many mentally ill, drunk or drugged out people roaming the streets at all hours. Until recent months there has been virtually no solution offered up except to arrest or to ask them to "move along".
Update: Police command have advised officers that the city attorney has declared the parking lot as part of the meeting and if the use of a megaphone would disrupt citizens from hearing the meeting, then that would be a violation of city law.
Update: Joey Geha of the EBT is reporting that officials estimate the crowd as between 500 and 750. So far, as of 7:25 p.m, no incidents have been heard over the radio talk group officers are using for this event.

House Fire in Newark
Alameda County Fire Dept responded a fire at a two story residence on Robertson Ave. near Guava Drive in Newark at around 12:45 this afternoon. Four engines and two ladder trucks responded. Within 20 minutes or so they seemed to have had knockdown on the fire.

Wild Goose Chase
Officers spent many minutes trying to locate an expensive piece of stolen equipment in north Fremont this afternoon, all for naught. The expensive GPS equipped instrument was taken from San Jose yesterday and was showing a "ping" near the North Gate Park. An employee of the victim company thought he had located the suspect vehicle in a retail parking lot. Officers arrived just after it left, but located a similar vehicle a short time later. The employee then said that there were two vehicles of similar description, but said the suspect vehicle had a broken side window. Officers later located a vehicle with the license plate given by the employee parked in an apartment garage. There appeared to be no equipment inside, nor no broken windows on the vehicle per a detective. Further questioning of the employee revealed that the last ping was an hour ago! So it seems they got a ping at this retail parking lot, an employee shows up some time later and sees a vehicle where the last ping came from. Unfortunately several vehicles could have come and gone in that parking stall prior to the employee's arrival, it seems. So, a better interview of the victim employee may have saved officers a lot of time. Officers are still in the area at this time.
Fire, Explosion at Encampment (Updated)
A police officer on routine patrol noticed flames coming from the area of a homeless encampment under Washington Blvd near Osgood Road yesterday afternoon just before 5 p.m. He heard explosions as well. Fremont Fire was called in as well as other officers. He quickly determined it was arson and one person was taken into custody after a struggle. Per radio traffic, "a torch lighter was used to set the camp on fire". Fremont Fire personnel were on scene for nearly an hour.

150th Anniversary of the Real Completion of the Trans Con
150 years ago yesterday, September 6th, was the real completion of the transcontinental railroad. The date popularly referred to was only the completion to Sacramento. Four months later the line was complete through Niles Canyon to Oakland. You will see and hear steam trains in the canyon today in celebration. The following is from the Niles Canyon Railway web page:
The Niles Canyon Railway will be celebrating the all-important 150th Anniversary of the Completion of the Transcontinental Railroad. The rail line through Niles Canyon was the primary route for overland traffic to and from the San Francisco Bay. The true final completion on September 6th, 1869 is when the Last Link of the Transcontinental Railroad was opened from Sacramento to Oakland. The hard working efforts and ingenuity of thousands of Irish and Chinese migrant workers made the rail connection between the Central Pacific Railroad and the Union Pacific Railroad a reality.

Another Steam Train False Alarm in Niles Canyon
I don't know why this keeps happening, but a steam train operating between Sunol and Niles triggered at least one call to the Alameda County Fire Dispatch Center in Livermore around 11:15 this morning. A plume of smoke from the locomotive was once again thought to be from a vegetation fire in the canyon, even though it is a cool overcast morning. Dispatchers and battalion chiefs should have a copy of the train operations. At a minimum they should only dispatch one engine unless people are reporting flames. A better job of questioning callers by dispatchers could save Fremont FD a lot of time and money.

Huge Cell Phone Robbery Crew Busted
There was at least one brazen robbery in Fremont, at the ATT store at the Hub where robbers stole boxes of cell phones from a UPS truck there. Greed always leads to their arrest. Here is the story from the East Bay Times:

Suspects in Theft Stopped near Mowry & Paseo
A detective located a suspect vehicle from a theft of power tools on Country Drive this morning. A stop was made and at least two people were detained. Unknown if any arrests were made.

Pursuit Sped by 4 Schools
While all of the schools were out by 3 o'clock, a high speed chase down Fremont Blvd on a weekday afternoon seemed a risky proposition. The pursuit passed Washington High, Prince of Peace, Centerville Jr. High and Thornton Jr. High around 3:35 - 3:40 this afternoon. The junior high schools were out at 2:30 and the other two schools at 3. An officer in the pursuit reported speeds of up to 60 mph in "medium traffic" on Fremont Blvd. And a high speed as well while turning from Dusterberry to Thornton by Thornton Junior High. I don't know if the supervisors factor in school bell times when authorizing chases on school days, but one would think they would. No felon is worth the life of a school kid.
Another Fremont Pursuit
An observant officer (unit 3-O-8) located a felony vehicle after dispatchers broadcast an LPR hit on a silver 03 Toyota Camry. The vehicle tripped the reader on Fremont at Washington at 3:30, and 3 minutes later the officer was behind it on Fremont northbound at Stevenson. A minute later he had backup units with him and turned on the red lights as they passed Mowry, but the vehicle fled. They continued north on Fremont, then turned west on Peralta then north on Dusterberry. Then west on Thornton and then over 880 where it turned north on 880 in the southbound lanes where the pursuit was terminated. This vehicle is wanted for the shooting of an occupied vehicle that occurred last month by the Outback on Stevenson. There is also a burglary want associated with the vehicle.

647c PC
I've heard this penal code violation twice now in the last 30 minutes. The first case was a male at the Wells Fargo on Paseo, and the second was a male on Calaveras. Maybe it's a new tactic. Cite for the misdemeanor instead of telling them to "move along".

Police Activity on Old Canyon Road
Report of ten people in a fight and one may have a gun. Numerous officers are on the way to 700 block of Old Canyon Road. Officers are arriving on scene and this is in the picnic area of the Alameda Creek Trail off of Old Canyon. No active fights, but 4-5 groups of people. Officers trying to sort out the details. One group has taken off on foot. There was talk of a gun but none seen. Crime so far is assault. Officers are patrolling the area now leaving just a few at the scene. East Bay Regional Park Police called in as this is their jurisdiction.
The Pleasanton Example
This is the ultimate in police transparency. Pleasanton PD has it together. Fremont, on the edge of Silicon Valley, is way behind the information age. As you can see from the link below, their daily log is very complete. They also provide a weekly arrest list. And their department must be half the size of Fremont's. No Patrol Blotter. No Donut.
