Dialing India

Fremont dispatchers often receive 9-1-1 calls from people intending to call India.  One occurred last night from a homeowner.  Here is what  I found out about calling India from America:

To call India from the U.S., just follow these simple dialing directions:
  1. First dial 011, the U.S. exit code.
  2. Next dial 91, the country code for India.
  3. Then dial the area code (2–4 digits — please see a sample calling code list below) and finally the phone number (area code plus phone number equals 10 digits).

I guess some people with poor vision or big fingers hit "9" instead of "0".  Or, they are at work or a hotel where "9" needs to be dialed to get an outside line, then hit "1-1" by mistake.  When FPD answers, they hang up.  FPD will attempt to contact the caller by phone, if not, they will send an officer out to see if an emergency exists.
