Officers Struggle With Man at Centerville Library

The call was routine for a weekday morning:  a homeless person was sleeping in front of the entrance to the Centerville Library and would not move.  Two officers arrived and soon were struggling with him.  A broadcast for code 3 cover was put out.  Before cover units arrived, the man was pinned to the ground and had stopped resisting, but officers would wait for a 3 unit to arrive before attempting to put him in a patrol car.  Two additional officers have arrived and the man has been placed in cuffs, but will need to put in a WRAP.   Monday morning is starting out as a busy one in containing the transient population.
