Traffic in Downtown Area a Mess

There is road construction on Paseo Padre near Mowry this morning.  Traffic southbound is being detoured to Fremont Blvd.  Observers have reported that south on Paseo and Fremont north of Mowry is very slow.  The construction seems to be on Paseo between Mowry and Walnut.  In addition, south on 880 is slow from Hayward to San Jose, which may be causing some diverts into Fremont.  At least it is not raining...
