Flaky Car Jack Call

So a guy gets a 2018 Honda Civic he is driving car jacked by two guys with guns in L.A.  Does he call the police to report this?  Oh no- he sends a text to the car owner.  24 hrs later the car owner is tracking the car and see's that it is in Fremont and calls the PD.  Now dispatch and the patrol officers are all excited about this but the guy that got car jacked never notified anyone in law enforcement.  The Honda is now north on 880 in Hayward.  Finally the lieutenant and sergeant intervene, call the cops back into the city and tell the victim to file a police report.  Why would the guy not file a report?  Why would the cops make a felony stop based on a phone call from L.A.?
