Naked Woman at Jack In The Box

I'm not making this up.  A woman with her top off and pants to her ankles is over by the Jack in the Box on Ardenwood.  The PD seems to know who it is (repeater offender- surprise!).  Now she is by the 84 ramp running around the grass.  Wonder if she knows the guy on Walnut this morning who had his pants off.
